Consultancy - Accessibility Research and Campaign Strategies to promote inclusive youth participation in TVET

WUSC is seeking consultant support for accessibility research and campaign strategy design to increase inclusive youth participation in TVET in Sri Lanka (with focus on Northern and Eastern provinces).

The assignment supports the STRIVE project and includes research, stakeholder engagement, and development of community engagement and behavior-change campaign strategies with gender and climate integration.

• Conduct accessibility-focused research on barriers to youth TVET participation, especially for young women and youth with disabilities.
• Identify incentives and strategies to increase inclusive participation in ICT-enabled agriculture and hospitality/tourism pathways.
• Lead stakeholder mapping and engagement planning across TVET ecosystem actors.
• Produce evidence products including inception report, research report, discussion papers, and knowledge products.
• Co-design community engagement and social marketing campaign strategies (including BCC approaches).
• Validate findings and strategy outputs with partners, institutions, and community stakeholders.
• Document lessons learned for future implementation and knowledge transfer.

• Demonstrated expertise in primary/secondary research methodologies.
• Experience with gender-sensitive and participatory research approaches.
• Demonstrated knowledge of the TVET ecosystem in Sri Lanka.
• Experience developing community engagement and behavior-change communication campaigns.
• Strong written and verbal English communication skills.
• Fluency in Tamil.
• Ability to collaborate with multi-stakeholder partners, including WROs, youth champions, and TVET institutions.

• Experience integrating gender equality and social inclusion (GESI) in program design.
• Experience integrating environment and climate change (ECC) considerations in workforce/skills programming.
• Experience in youth employment or international development programming.
