THE OPPORTUNITY: SENIOR MANAGER, ASSISTIVE TECHNOLOGY BRITISH COLUMBIA (ATBC) The Senior Manager, Assistive Technology British Columbia (ATBC), is a key leadership role reporting to the Director of Instruction, Learning Services. This role is responsible for planning, organizing, implementing and monitoring all activities for ATBC’s services. The scope of these activities include: operations for three Ministry funded service programs), supervising 20 staff (ten PASA/exempt and ten CUPE 15) and over 1500 direct service clients per year. The Senior Manager ATBC is also responsible for negotiating and securing ATBC program funding from the Ministry of Post-Secondary Education and Future Skills (MPFS).

Supervisory Leadership : Provide leadership for the ATBC team, which includes Manager, Learning Services (ATBC), Technical support, office support and case coordinators. (exempt and unionized staff) Monitoring the implementation of service procedures, correcting service deficits, and providing on-going ATBC service-related program development to the case coordinator team to meet service level targets and report on the department’s performance, focusing on cost-effectiveness Responsible for operational efficiency, and client satisfaction Recruit, coach, comply with collective agreements and the District’s personnel practices. Conduct performance evaluations and provide feedback to staff Develop and implement staff training programs Foster a positive and collaborative work environment.

• Contract Management:

Negotiate and secure ATBC program funding which includes several renewal and extensions to existing ATBC service programs, as well as seeking additional funding contracts complimentary to ATBC’s existing services and capacity through the BC Bids process.

• Manage preparation and final authorization for quarterly program service, contract performance review and financial reports to MPSF.
• Monthly operations review with MPFS-funded programs. Prepare and finalize annual reports for MPFS service programs.
• Establish program funding priorities to establish the basis for the MPFS institutional loan-bank program contract annually. Submitting annual budget, projections, and priorities for MPFS-funded programs Arranging sourcing and vendors for supply of specialized technologies
• Service Operations: Oversee service performance and quality audits of ATBC operated programs Develop policy and procedures for ATBC service delivery compliant with contractual performance obligations, including compliance with provincial Ministry policies and Federal “Canada Student Loan Program” (CSLP) policies guiding service delivery and eligibility.
• Ensure alignment with MPFS broader service delivery policy and procedures for Provincial Disability related programs directed through StudentAID BC in areas of assistive technology and permanent disability determination
• Liaise with BC Articulation Committee – Disability Services and programs, to identify service needs among the BC post-secondary institutions and relay the information to the Ministry as well as adopt into ATBC practices where appropriate Establish and monitor case management systems for the complete service cycle including application intake, eligibility review, technology plan development, equipment configuration, and delivery, implementation and follow-up Managing client appeals and complaints, arising directly from clients or via StudentAid BC
• Business Development
• : Develop marketing and outreach strategies with stakeholders to ensure revenues from fee for service programs meet revenue targets Participate in related Provincial Resource Program advisory and sub-committees as relevant and working groups to leverage expertise and integrate service delivery Development of student supports for transitioning into post-secondary education
• Information Systems Management:

Lead the information technology team with user and business requirements for development Analysis, design and management of the ATBC information systems that tracks client records, purchasing, inventory, sales, equipment loan transactions, Canada Study Grant administration, order fulfillment coordination and tracking, and warehousing/delivery of technology items across BC Analysis, design and management of CSG-processing information system used by StudentAid BC for processing Canada Student Grant awards for equipment and services, as well as producing data reports used by StudentAid BC and Federal CSLP Analysis, design, and management of the intermediary systems that transfer data from ATBC and StudentAid BC systems to the Student Financial Aid System (SFAS) and Student Information Management System (SIMS) which manages student aid and grant disbursements Analysis, design and management of the Post-secondary Disability coordinator portal, commissioned by AVED to provide real-time CSG eligibility information to the post-secondary institutions to streamline the CSG program and application process

• Financial Management: Manage financial activities including merchandise and inventory, revenue projections, and budgets Review financials in the Districts General Ledger compared to internal ATBC accounts Review loan-bank equipment budgets for planning purchases and prioritizing client equipment request approvals Project costs of staffing needs based on application and case processing volumes and trends Prepare budget submissions for MPFS and VSB accounting Review financial statements to inform service program development and maintenance Reporting Relationships
